Tata Cara Berkendara yang Berbudaya Keselamatan

KADITLANTAS Polda Metro Jaya, Kolonel (Pol) Soeroso beberapa waktu lalu mengakui, pada kondisi sekarang, Polantas hanya bisa berupaya agar lalu lintas aman dan tertib. Itu saja. Sedangkan untuk membuat lalu lintas lancar adalah hal yang tidak mungkin. Lancar tidaknya lalu lintas amat bergantung kepada pemakai jalan. Itulah isi berita Kompas (5/9/1995), berjudul Polisi tak Mungkin Lagi Bikin Lancar Arus Lalin. Meski ada keterangan lebih lanjut bahwa polisi membutuhkan kerja sama yang aktif dengan pemakai jalan, terutama pengemudi, tampak jelas ada nada putus asa. Masyarakat diharapkan berdisiplin agar kemacetan lalu lintas tidak menjadi wabah setiap hari. Fenomena kemacetan Jakarta, di 71 tempat vital, sudah amat sulit bisa diubah menjadi lancar. Ajakan simpatik, tetapi sulit dituruti. Bagaimana mungkin mengatur banyak mobil yang semuanya ingin cepat sampai tujuan seiring dengan kecepatan orang Jakarta mengejar waktu dan uang. Sejak pagi hari sebelum matahari terbit, pekerja dari arah Bogor dan Bekasi sudah menuju Jakarta untuk bekerja. Juga sebelum pulang, mereka sudah harus mengatur, harus melalui jalur mana, supaya lebih aman. Itu sebabnya, menemukan jalan alternatif lewat kampung, sering memberi kepuasan luar biasa. Namun tak berapa lama, jalan “bebas hambatan” ini pun diketahui banyak orang, sehingga jalan itu pun dipenuhi kendaraan, macet. Meski demikian, jangan mengira kota lain tidak bakal “meniru” kemacetan Jakarta. Bila disiplin mengemudi masih seperti sekarang, rambu-rambu jalan tidak lengkap, dan ruas jalan tidak bertambah, bukan mustahil akan terjadi kemacetan di mana-mana. Situasi lalu lintas di kota, sedikit banyak dipengaruhi sikap dan cara pengemudi berkendaraan. Cara mengemudi yang tidak mau antre, main serobot meski bukan jalannya, tentu akan menyumbat jalan, dan menimbulkan kemcetan. Kebiasaan ini tampak sekali bila sedang ke luar kota. Pengemudi yang merasa baru saja terbebas dari kemacetan, seolah-olah menemukan jalan sepi, lapang, dan mobil dipacu kencang. Mereka asyik menekan pedal gas sampai rapat ke lantai mobil, lupa kondisi mobil dan situasi jalan. Apakah kondisi ban gundul atau. tekanan angin tidak normal. Mereka juga lupa, jalan bergelombang amat mempengaruhi kestabilan mobil, khususnya jenis minibus yang lebih tinggi dari sedan. Sikap mental Meski hukuman yang lebih berat sudah diterapkan, namun pelanggaran lalu lintas masih juga berlangsung. Melihat keadaan ini, banyak orangtua, yang SIM-nya masih berbentuk buku kecil seperti rapor, hanya bisa menggelengkan kepala. Hal-hal yang menurut mereka dulu tabu, kini begitu saja dilanggar meski penuh risiko. Ironinya, dulu populasi mobil masih sedikit, jalan raya masih sepi, namun para pengemudi cenderung mematuhi peraturan dan norma mengemudi. Kini justru sebaliknya, jalan makin ramai dan padat, namun banyak pengemudi tidak mengindahkan peraturan dan norma-norma umum. Dalam keadaan seperti ini, banyak orang mencari kambing hitam. Konon, para sopir bus harus mengejar setoran, SIM bisa dibeli tanpa harus mengikuti ujian, mobil sekarang lebih gesit sehingga merangsang orang untuk ngebut dan kecelakaan tak terhindarkan. Kecelakaan di jalan raya itu sendiri sering merenggut nyawa orang yang kita cintai. Bahkan sering terjadi, pengemudi yang mengikuti aturan secara benar, justru menjadi korban pengemudi yang “ngawur”. Berikut disajikan beberapa saran yang kiranya berguna bagi mereka yang memprihatinkan situasi lalu lintas kita sekarang ini.
SIM Cara mengemudi yang baik tidak saja diserahkan kepada sekolah- sekolah, kursus-kursus mengemudi atau pihak berwajib yang mengeluarkan izin mengemudi, tetapi harus mulai dari dalam keluarga sendiri. Anak-anak tidak dengan mudah mendapat SIM atas bantuan orang tua. Biasakan anak-anak mulai dengan merawat mobil. Mulai dengan mencuci dan membersihkan mobil agar menumbuhkan rasa tanggung jawab. Kalau mobil mengalami kerusakan karena kecerobohan mengemudi, akan menimbulkan kerugian material dan SIM akan ditahan. Cara ini ibarat sistem ganda yang sedang digalakkan dalam dunia pendidikan kita.

Bahaya bagi anak Akhir-akhir ini, ada kecenderungan pengemudi ingin “memanjakan” anaknya, dengan ikut mengemudi. Biasanya, anak-anak dipangku si pengemudi, lalu mereka berlalu-lalang di jalan raya. Tindakan ini jelas tidak dapat dibenarkan. Tanpa disadari pengemudi ini jelas sudah menanamkan sikap tidak disiplin kepada anak-anak. Bagaimana mungkin anak kecil sudah diizinkan mengemudi mobil? Cara memangku anak sambil mengemudi juga mengundang bahaya. Dalam situasi tidak terduga, tabrakan misalnya, Anda tidak sempat mengamankan anak dari himpitan antara Anda dengan kemudi, dan ini jelas membahayakan nyawa si anak. Meski tidak jelas-jelas dinyatakan dalam Undang-undang Lalu Lintas, tetapi akibat yang ditimbulkan jelas bisa dianggap sebagai pelanggaran. Siapa yang bakal menerima hukuman? Jelas si orangtua, bukan si anak yang belum tahu apa-apa.

Bertelepon Ria (2007) Tahun 1995, belum serame ria bertelepon ketika mengemudi. Pada hal kalau seseorang sedang telepon sambil mengemudi, sangat mengganggu pengemudi di belakangnya. Tak terhindar, konsentrasi terbagi sehingga kemudi kurang terarah, bagi orang di belakangnya, tidak bisa berbuat lain kecuali ikut gaya “kurang baik” yang sedang Anda lakukan. Di Eropa dan negara maju lainnya sudah dilarang mengemudi sambil mengemudi.
Bahan bacaan Hal lain yang sering terjadi dan menyalahi aturan adalah mengemudi sambil membaca. Hal ini terjadi, terutama bila si pengemudi sedang mencari alamat seseorang. Selain kendaraan harus berjalan pelan sehingga mengganggu kendaraan lain di belakangnya, pandangan pengemudi jelas tidak terpaku ke depan, dan bisa menimbulkan bahaya. Tidak sedikit kasus kecelakaan terjadi, hanya karena hal sepele ini. Mengapa tidak ditempuh cara, berhenti sejenak, membaca alamat, dan kalau kurang paham daerah itu, pengemudi turun dan bertanya kepada orang lain? Masih dalam hal bahan bacaan, dahulu orang begitu sulit mendapatkan SIM. Sebelumnya, para calon pengemudi dipaksa mempelajari aturan-aturan berlalu lintas. Buku-buku tentang lalu lintas dulu begitu mudah ditemukan di toko-toko buku. Tetapi sekarang, buku mengenai aturan-aturan berlalu lintas itu sulit ditemukan. Kita baru mengetahui, ketika dihadapkan pada pilihan saat mengikuti ujian SIM. Tidak mengherankan bila etika mengemudi saja, orang tidak mengerti. Lalu bagaimana mau mempraktekkan etika mengemudi di jalan raya? Aturan-aturan seperti, dilarang mendahului dari sebelah kiri, dilanggar begitu saja. Alasannya, truk besar yang lambat jalannya dan seharusnya ada di jalur kiri, malah di tengah. Sebaliknya, sopir truk beralasan, kalau ia mengambil jalur kiri, membahayakan pengemudi sepeda dan sepeda motor.
Bahaya di tikungan Hal lain yang membutuhkan kewaspadaan saat mengemudi adalah tata cara mendahului kendaraan, terutama truk, di mana Anda tidak bisa melihat situasi jalan yang ada di depan Anda. Barangkali di depan truk yang akan didahului ada truk lain yang berjalan lambat atau mobil yang datang dari arah berlawanan. Keinginan untuk mendahului mungkin tidak hanya terjadi pada Anda, tetapi juga kendaraan yang ada di belakang Anda. Keadaan serupa mungkin juga terjadi pada kendaraan lainnya yang datang dari arah berlawanan. Sementara itu, untuk mendahului mobil di depan, biasanya harus tancap gas. Bila perhitungan saat menyalip tidak tepat — apalagi ada kendaraan datang dari arah berlawanan — maka dua kendaraan dalam kecepatan penuh dan ingin sama-sama mendahului mobil di depannya bertabrakan keras, disaksikan dua truk yang berjalan lambat. Situasi seperti ini, sering terjadi pada tikungan dan juga pada jalan tanjakan.

Kelas jalan Jalan juga mengenal kelas, terutama di daerah atau pada persimpangan jalan negara. Di ujung jalan, jelas tertulis kelas jalan, yang menurut peraturan, mengatur jenis mobil yang masuk ke luar di wilayah itu. Biasanya, kelas jalan dihubungkan dengan berat total dan jarak sumbu roda mobil. Aturan ini berhubungan dengan tugas para sopir truk yang membawa kendaraan besar. Banyak kecelakaan terjadi di persimpangan jalan karena para pengemudi tidak paham kelas jalan. Pengemudi yang satu merasa lebih berhak bila berada di persimpangan jalan. Seharusnya, mobil yang sedang berjalan di jalan kelas negara yang lebih lebar, mendapat kesempatan lebih dahulu. Karena itu, kendaraan yang mau masuk ke jalan yang lebih lebar harus menyadarinya. Hati-hati, awasi sampai situasi aman benar, baru masuk ke jalan yang lebih lebar. Tanpa pengatur lampu lalu lintas pun, mobil yang ada di jalan yang lebih lebar akan merasa harus didahulukan.

Tanjakan Sopir-sopir tua (truk), umumnya masih lebih sopan dan solider terhadap sesama pengemudi. Bila mereka berada di daerah tanjakan, mobil dari arah berlawanan (menurun) memberi jalan kepada mobil yang sedang menanjak, dengan memberhentikan kendaraannya di pinggir. Dengan demikian, kendaraan yang sedang menanjak mendapat lebar jalan yang aman. Keadaan seperti itu, kini masih sering kita jumpai pada sebagian sopir truk maupun bus besar yang melewati jalan sempit. Bagaimanapun juga, mobil bermuatan sarat yang berada di tanjakan membutuhkan kemampuan dan perhatian ekstra. Ia harus mengatur agar mobilnya bisa menanjak dengan berhasil. Sang sopir pun harus berkonsentrasi pada lalu lintas dan mengatur gigi transmisi yang sesuai agar mobilnya “lolos”, apalagi kalau ada kekhawatiran mobilnya tidak kuat menanjak. Sebaliknya, mobil yang menurun, dalam posisi menguntungkan. Tenaga mesin tidak perlu digunakan, hanya untuk membantu pengereman. Demi amannya dan agar tidak terjadi senggolan, berilah kesempatan jalan kepada yang sedang mendaki. Hal ini tidak perlu dilakukan pada jalan yang cukup lebar. Namun, bila di jalan lebar pun Anda berhenti (untuk memberi kesempatan pada mobil yang naik), bisa jadi Anda akan menerima umpatan dari sopir-sopir di belakang Anda.

Marka jalan Bagi sopir yang taat dan punya etika berlalu lintas, tanda- tanda lalu lintas merupakan pembantu yang didambakan. Sebaliknya, bagi yang ugal-ugalan, tanda-tanda itu merupakan penghalang yang harus diterjang. Tanda-tanda di sepanjang jalan, kecuali tanda dilarang masuk, biasanya dilanggar. Sanksi tegas perlu ditegakkan. Tampaknya, yang masih ditaati adalah garis marka jalan. Anggapannya, kalau tidak ditaati bisa terjadi tabrakan. Anda pun perlu mengetahui maksud garis-garis putih itu, karena pelanggaran atas garis pembatas itu kini sering mendapat “hadiah” tilang. Dua garis putih yang sejajar atau hanya satu, melarang mobil menyeberang, memotong garis itu. Ketentuan ini diadakan karena sering terjadi kecelakaan di tikungan atau jalan lurus. Di tempat- tempat seperti ini, sering dijaga petugas. Petugas pun kini tidak perlu mengejar, karena dengan radio komunikasi, petugas di depan sudah menanti si pelanggar. Mengapa dibuat garis terputus-putus? Karena daerah itu rawan kecelakaan, baik untuk sesama pengemudi maupun bagi pengguna jalan lain. Bila ingin mendahului truk yang berjalan lambat, bisa memotong garis putus-putus, asal cukup aman dan bunyikan klakson, lalu kembali ke jalur semula. Garis ganda putih, yang satu terputus-putus. Anda boleh menyeberang dari arah garis yang tidak terputus-putus, asal lalu lintas aman dan hanya untuk mendahului mobil lain. Setelah itu, harus kembali ke jalur Anda.

Kucing Seliweran binatang, sering mengganggu perjalanan Anda. Anjing, ayam, atau tikus, sering diterjang tanpa banyak pertimbangan. Namun bagi sebagian pengemudi, ada yang “menghormati” kucing. Akibatnya, dalam keadaan mobil dipacu tinggi, tiba-tiba Anda harus menekan rem sekuat-kuatnya, hanya karena ada kucing di depan. Keadaan seperti ini sering mengakibatkan kecelakaan. Bagi mobil yang kondisinya tidak prima, bisa terjadi slip dan berputar 180 derajat. Kejadian ini bisa disebabkan oleh permukaan ban yang sudah gundul, tekanan ban yang tidak rata, atau sistem pengereman yang hanya pakem sebelah. Bisa juga karena kondisi jalan yang licin. Bila Anda dalam kecepatan 110 km/jam, pengereman mendadak bisa mengakibatkan perputaran mobil dua kali 360 derajat. Beruntung bila jalannya lebar, sehingga tidak terjadi benturan dengan kendaraan lain. Kalau sebaliknya yang terjadi, maka kecelakaan pun tak bakal terhindarkan, bodi mobil rusak berat, dan mungkin Anda pun terluka, sementara si kucing lari dengan selamat. Bila Anda menjumpai kucing sebaiknya jangan dihindari, diterjang saja. Orang-orang tua yang semula menganggap tabu bila menabrak kucing — karena dianggap membawa kesialan — kini sudah membuat penangkalnya. Kata para sopir, setelah menabrak kucing, buanglah uang receh, Anda pun akan terbebas dari “kesialan”.

Untuk itulah diperlukan kesadaran dari kita semua, agar kita dan pengendara lain menjadi aman dan nyaman di jalan raya. Keselamatan adalah tanggung jawab kita semua. jangan pernah untuk melukai orang lain melalui kendaraan  yang kita gunakan.

Tokyo (ANTARA News) - Dua orang lagi warga Indonesia yang menjadi korban perdagangan manusia (trafficking) di Jepang, dipulangkan ke tanah air setelah pengadilan setempat menggelar persidangan untuk kasus yang melibatkan sindikat asal Indonesia dan Jepang itu. Kedua korban siap dipulangkan ke Indonesia usai menjalani pemeriksaan terakhir prosedur pemulangan yang dilakukan pihak imigrasi Kedutaan Besar RI di Tokyo, Jepang, Selasa.
